MINUTES

Chair Patty Norman called the meeting to order at 4:07 p.m.

Mrs. Norman welcomed the Library’s two newly appointed Trustees Robin Branstrom and Greg Curl.

Trustee Darrel Williams joined the meeting.

Assistant Director Carol Myers announced that Jesse Vieau, Teen Loft Youth Specialist at ImaginOn: The Joe & Joan Martin Center, is the Carla E. Dupuy Scholarship award recipient for 2006. Ms. Myers added that Mr. Vieau began his career with the Library at the Steele Creek Branch Library and is currently enrolled in the MLS at UNC- Greensboro.

Patty Norman asked the Board of Trustees for approval of the November 17, 2005 Library Board of Trustees meeting minutes. On a motion by Sally Robinson, seconded by Bob Bisanar, the Trustees unanimously approved the minutes of the November meeting.

Finance Director Chuck Mallas reviewed the Financial Report and requested the Library Board of Trustees approve Budget Adjustments; #11/04, 11/07, 11/10, 11/10B, and 12/12. On a motion by Darrel Williams, seconded by Greg Curl, the Trustees unanimously approved the budget adjustments.

Facility Update:

  • ImaginOn: The Joe & Joan Martin Center – Library Director Brown reported on the operations of the gift shop. Assistant Director Carol Myers presented additional figures reflecting the gift shop’s performance.
  • Chief of Operations Rich Rosenthal provided a written report regarding the parking garage.
  • Beatties Ford Road/Myers Park Renovations – Director Brown explained that the Library received the architectural submissions for both projects and architectural presentations are planned for next month. Trustee Laura Foxx has agreed to be part of the selection process.
  • Hickory Grove, Belmont Center, Scaleybark - Director Brown shared new developments regarding these branch locations.

Development Director Dick Pahle presented the Library Development/Friends Report.

Director Brown highlighted the Security Report. In addition, Director Brown shared two pieces of information regarding America’s Most Literate Cities 2005 and the DaVinci Institute – The Future of the Libraries. Also, Mr. Brown spoke of the possible partnership between the Charlotte Chamber and the Library with regard to the “Charlotte Reads” initiative.

Carol Myers, Assistant Director, provided the Library Statistical Report.

Chief of Operations Rich Rosenthal proposed the following for approval from the Library Board of Trustees regarding the disposal of personal property; Pursuant to N.C.G.S. 160A-266(c) Director Brown and/or his designee(s) are authorized to dispose of the Library's personal property valued at less than thirty thousand dollars ($30,000) for any one item or group of items by private negotiation and sale. Director Brown is requested to arrange for the private sale in a manner, at his sole discretion, that shall be designed to secure for the Library fair market value for all property disposed of and to accomplish the disposal efficiently and economically. Director Brown shall keep a record of all property sold under this authorization and that record shall generally describe the property sold or exchanged, to whom it was sold, or with whom exchanged, and the amount of money or other consideration received for each sale or exchange. On a motion by Bob Bisanar, seconded by Sally Robinson, the Trustees unanimusly approved the disposal of personal property.

Mr. Brown then introduced the Library’s Budget Committee. The committee is comprised of Carol Myers, Assistant Director, Rich Rosenthal, Chief of Operations, Chuck Mallas, Finance Director, Susan Harden, Planning, Research and Projects Coordinator and Tammy Baggett, South County Regional Manager. Details were provided for the initial development report of the Mecklenburg County budget request.

Trustee Robin Branstrom excused herself from the meeting.

Director of Public Services Technology Helene Blowers presented an introduction to the Library user self-sufficiency technology.

Planning, Research and Projects Coordinator Susan Harden reported on the Facilities Master Plan.

Trustee Greg Curl excused himself from the meeting.

Human Resources Manager, Rick Ricker shared information on the Mecklenburg County Compensation & Classification Study.

There being no further business, the meeting was adjourned at 6:17 p.m.
