MINUTES

Chair Patty Norman called the meeting to order at 4:31 p.m.

Chair Norman introduced newly appointed Trustee Dr. Magdalena Maiz-Peña, representing the Charlotte-Mecklenburg Public Schools.

Mrs. Norman also congratulated the Library as recipient of the 2006 National Award for Museum and Library Service, presented by the Institute of Museum and Library Services (IMLS). This is the nation’s highest honor for extraordinary public service provided by libraries and museums.

Patty Norman asked the Board of Trustees for approval of the September 28, 2006, Library Board of Trustees meeting minutes. On a motion by Sally Robinson, seconded by Bob Bisanar, the Trustees unanimously approved the minutes of the September meeting.

Director Charles Brown presented Director’s Awards to the following staff members: Mark Engelbrecht, Natalie Mikysa, Nathan Cook and Meredith Healey for the "exemplary attitude and work ethic" they exhibited in making the Gaming Zone a success. Information Services Manager Martin House added additional comments about the overwhelmingly positive patron feedback the Library has received about the Gaming Zone program.

Director Brown introduced Gus Welborn, Security Supervisor. Mr. Welborn joins the Library with an extensive background with both the Charlotte-Mecklenburg School system and the Charlotte-Mecklenburg Police Department.

Finance Director Chuck Mallas reviewed the Financial Report Mr. Mallas also requested the Library Board of Trustees approve Budget Adjustments. On a motion by Bob Bisanar, seconded by Sally Robinson, the Trustees unanimously approved the budget adjustments.

Assistant Director Carol Myers presented the Policies and Practices Manual revisions (Copy of revisions Attached). On a motion by Robin Branstrom, seconded by Darrel Williams, the Trustees unanimously approved the revisions.

On an amended motion by Bob Bisanar, and seconded by Darrel Williams, the Trustees unanimously approved the addition of a sentence in Section IV, page 25 under Voluntary termination of employment/ Resignation that reads as follows: If the appropriate notice is not given, the employee will forfeit vacation and sick leave.

Vice Chair Sally Robinson reported to the Trustees that Chair Patty Norman has agreed to accept a second term as Chair of the Library Board of Trustees. On a motion by Bob Bisanar, seconded by Robin Branstrom, the Trustees unanimously approved Patty Norman as Chair of the Library Board of Trustees for 2007.

Chair Norman requested that the 2007 Meeting Schedule for the Board of Trustees by reviewed at a later date.

Director Brown requested that the Trustees approve the Architects for the Carmel Branch Library and Hickory Grove Branch Library replacements. On a motion by Bob Bisanar, seconded by Robin Branstrom, the Trustees unanimously approved to award the Hickory Grove project to Wagner Murray Architects and the Carmel replacement project to Mistri-Hardaway Architects.

Director Brown also reported on the Citizens Capital Budget Advisory Board meeting. The Advisory Board responded favorably to Library’s projects presented. In addition, the Advisory Board suggested that a Southwest Regional Library be considered in future planning.

Trustee Bob Bisanar reported on the ImaginOn: The Joe & Joan Martin Center Management Committee meeting. Several topics were covered, including parking, gift shop, and the utilities budget.

Ms. Rouse delivered a report on the 2006 Novello Festival of Reading. She discussed the sold-out Mitch Album event, and the very good quality of the Video Cast, which took place in the Wachovia Playhouse.

On a motion by Sally Robison, seconded by Darrel Williams, the Trustees unanimously approved to adjourned to a CLOSED SESSION – Discussion of Personnel Matter (Pursuant to GS 143-318.11(a)(6))

On a motion by Darrel Williams, seconded by Sally Robinson, the Trustees returned to open session at 6:30 p.m.

After returning from closed session, the Board discussed the proposal from the Galilee Agency. There was a general consensus that the Board needs to better understand the proposed scope of work as suggested by Galilee. Additionally, the Library attorney has been asked to review the contract.

There being no further business, the meeting was adjourned at 7:00 p.m.
